With asbestos, do not bet. Protect yourself!
The decree of 23 February 2012 defines the procedures for training workers in the prevention of asbestos-related risks.
Banned in France since 1997, asbestos remains present in many buildings and equipment. And asbestos risk remains underestimated in some occupations that may be exposed to it. Asbestos-related diseases are now the second leading cause of occupational diseases and the leading cause of work-related deaths (excluding accidents at work). Prevention of this carcinogen remains a priority for occupational health.

SOURCES OF EXPOSURE AND OCCUPATIONS CONCERNED:
Asbestos can be found in products manufactured prior to 1997. Asbestos is present in many types of insulation and flocking, as well as in sheets, felts or cardboard, as well as in braided or woven fabrics. Its asbestos is incorporated in cement products (asbestos-cement) or in various binders (glues, paints, joints, mortars based on plaster, friction materials, etc.). Doing so may cause hazardous dust.

- Construction workers in charge of demolitions or rehabilitation
- Professionals of the second work of the construction, maintenance or maintenance (plumber, electrician, heating, painter…)

- Employees working on land
REGULATORY FRAMEWORK:
The regulations on asbestos risk cover several aspects: public health, environment and work. Concerning workers, in addition to the provisions on chemical risks and CMRs, the Labor Code provides for specific provisions that should apply to all work involving exposure to asbestos.

- Respect of the binding OEL of asbestos fibers (average exposure value over one hour of 0.1 fiber per cm3, attention this value could be lowered)
- Information and training of exposed workers (with organizations certified according to the category of activity, training validated by a certificate of competence)
- Reading of a job notice intended for employees and an exposure sheet, a copy of which is given to the occupational physician
- Exposure attestation issued to employees when they leave the company
- Medical surveillance
- Working prohibited to youth and temporary workers
- Maximum working time with wearing of respiratory protective equipment, dressing, undressing and decontamination time, pause time after removal of respiratory PPE
- Management of asbestos waste
Special provisions are also made for:
- containing and removing asbestos activities: work must be carried out by qualified companies, whether it is the removal or confinement of friable asbestos or the removal of asbestos Friable to particular risks. For any operation, a withdrawal and containment plan must be developed and implemented by the employer.
- activities involving interventions on materials or apparatus capable of releasing asbestos fibers, and work on alien surfaces.
Theoretical Teaching:
- Know the characteristics and properties of asbestos and its effects on health (carcinogenic effects, synergistic effect of smoking)
- Know the requirements of the regulations on the prohibition of asbestos and the prevention of asbestos risk and other risks associated with interventions on asbestos materials;
- Know the requirements of the public health code related to the exposure to asbestos of the population;
- Know the documents required for any intervention on buildings and make the critical analysis for use in risk assessment;
- Know the regulatory requirements for the disposal of asbestos waste;
- Knowledge of areas containing soil, products and devices likely to contain asbestos;
- Know how to identify materials likely to contain asbestos;
- Knowledge of asbestos substitute products or processes;
- To know the obligations of the client concerning the identification and identification of asbestos in place and the communication of the results to the intervening companies;
- Know the penal provisions incurred by the employer in the event of breach of its obligations to prevent risks, health and safety vis-à-vis workers.
